Dr. Timothy Hall is a senior scientist at NASA's Goddard Institute for Space Studies, and an Adjunct professor.  Doctor Hall is a member of the Department of Applied Physics and Applied Mathematics at Columbia University.  Dr. Hall studies storm surges that occur and how the rising of the ocean is happening at an increasing rate.  Dr. Hall spoke about how what occurred at Breezy Point during Hurricane Sandy, and the damage that was caused, will only get worse as time goes on because of climate change and its impact on hurricanes.  His assignment is to study hurricanes.  This includes how they form, why they form, how often they will occur, and at what intensity they will occur.
